Does `chroot` do what `pivot_root` does?

I'm trying to follow a howto and someone keeps telling me to use `pivot_root` instead of `chroot`
AFAIK `chroot` does everything `pivot_root` does...
...except for the ability to boot from USB
Hmm... it appears to be already in Ubuntu 19.10.
Is there a reason to use it instead of `chroot`?
